Did you rejet it ?
Did you Raise the Needle height and lean it out ?
Did you change the Plug ?
Did you pull the Spark arrestor out ?
The Water crossing and Sputtering is caused by steam that thickens the air coming into the Intake and Overely richens the fuel Circuit of the Engine and Maybe going to fast thru the water ! ,, HAve you tried taking the Snorkel off and then crossing some water
these four things are Possible even if you think they arent,,the old saying that if a plug looks good then its good isnt so.
I have to stop and think it out --I learned along time AGO that the problem is probally staring me in the face but im so ticked off that i cant see it
