have you checked your cable being pulled when you turn because when i use to work at a polaris dealer i seen a few times the cable was being pulled because the cable was in a bind, if not that, the carb. has a spring on the jet needle and it could be hanging.

got the plastics off and inspected the cable.
im comparing what i have to an exploded view off polaris site. there is no spring on the outside of my cable as pictured in the exploded view, though i dont see where one would mount.
if i had a picture of it on a atv, it might suit me better. cable doesnt appear to be kinked or bound.
runs down the bar, through the pod, around the frame and onto the left side of the bike mounted to the carb.
i can pull the cable EITHER way and the RPMS keep going up. i figure if it was in a bind, tugging the other way should pull the rpms back down.
i can tugg on the cable in either direction and the rpms just keep climbing.
now that ive messed with it, its hanging permenately now, not just when i stuck 1/2-full throttle.
starting to wonder if its a cable problem, or a carb problem.
im going to source a new cable and see what happens.
puzzled.

If the return spring at the carb was broken or the cable is hanging up the ETC should be kicking in, which it sounds like it is not.
Check the throttle cable free play and then check the carb boot for cracks.

took it all apart. skins, headlight pod, undid the jam nut adjustment on the cable, removed the cable completely.
played with the ETC box, got the undertanding of how it works, but still dont know what it does. LOL.
put it back together. no more problem.
throttle is fine. i gave it hell in the garage revving it all sorts of positions, and rode it different speeds at different throttle.
guess i held my tounge right.
story of my life.
