i guess i cant see why it would be the stator if the pull start works perferct. maybe im mising something, but like its been mentioned, it doesnt need the 12 volt to start it. if you check your batt. and its fully charged when you try to start it, that should mean the battery parts right which brings you to the starer. wow thats a real mystery.

When you try to start it with the starter, does the engine turn over at a normal speed or is it slow?
Did you check the ignition charge coil or ignition trigger coil? These coils are near the stator coil.

sounds like even though you have checked everything something is drawing your power before it gets to the ignition. I have run into a similar problem before. I found it was the starter soilenoid. I know you said you have a new starter but it want be the fist time to have a new part bad. It has got to be something with the electric starting part. Because if it was a draw somewhere else it would not start with ease using the pull rope. Try checking the voltage going to the coil when using the elec. start. If it is not above 10.5 it is a problem with your starter, starter solenoid, or wiring grounding out. just a thought hope this will help you.

freedom my multimeter has a 10amp plug hole and a 10 amp setting. The 10amp setting is the same color as the ac voltage (red). I just take it that it is ac because all the dc voltage is green. As far as ignition charge coil or trigger coil I don't know. I found a tutorial that tells me how to test the ohms where it plugs into the cdi box and everything checks out right. Yes the engine turns over fine.
I think I will check the voltage on the coil when I try to start it. Thats one I haven't done yet. I did check the voltage one the battery while turning the starter over and it drops to about 11.5 while the starter is turning.
