Just like modifications on automobile engines, intake and exhaust modifications pair each other. Open up the airbox to let more air flow in, and a high-performance free-flowing exhaust lets it flow out faster. Rejet so you don't run lean, and you can pick up a few horsepower out of the deal. That's why most people start with these modifications.
Yes, dirty and wet air filters can drastically hurt performance. One time I was on a trail ride, and my Scrambler started to bog down really bad. Eventually it got to the point that i could hit wide-open throttle and the thing would just barely creep forward. The problem was it was running very rich because barely any air was getting to the engine. A new air filter and all was well with the world.
That's the primary reason I went with a K&N and an outerwear ... save costs of filter replacement.

My dadhas a magnum and he left it over winter in the potato house and when we took it out bogged real bad when we would go throw stuff or tried to pull anything and we tried averting and in the end we wont and got brand new carb for it never had problems again
