first i would try a high speed buffer with some rubbing compound.... thats what i did on my gas tank and it came back to life.... other wise for paint you can use automotive paint but you have to be sure to put a flex agent in it.... this is what we use on bumpers and stuff so they paint dont scratch.... and be sure to prep the surface correctly... you could wet sand all of it down with 1000 gritt sand paper until its all real dull... this will give a nice surface for the paint to stick to.... good luck
