Probably not. If it isn't backfiring through the carb then the cam could be ok still. it was a semi popular problem on some earlier models. Did you just get it running after sitting for 2 years or did this problem occur suddenly. If you just drug it out of storage I'd say your carb is varnished up and needs cleaned. That happens from sitting for long periods.

I'm currently working the same type of problem with my '95 425. I runs good up thru 1/2 throttle then bogs and pops when given full throttle. I currently have cleaned the carb twice, changed the plug, removed air filter, tested fuel pump, cleaned out fuel tank and lines, t-shot limiter. It ran good for test drive, then installed all removed plastic and air cleaner then started the same old problem. Going to check float level tomorrow.

throttle problems
I had one that did much the same thing and it started rather suddenly. It would bog, backfire out the carb and the pipe and blow black smoke. I thought it was probably the cam but once I got it torn apart I seen that the carb body itself had broken across the top. I guess it was from vibration or perhaps ice formed up on the top of the carb after winter riding and managed to break the housing.
For the life of me I couldn't find a carb anywhere at the time. Not even a trashed old one to rebuild. I needed the machine badly and ended up buying a brand new carb through Polaris. Needless to say it wasn't cheap.
On the bright side however it really improved performance. I guess I hadn't noticed how boggy and lethargic it had become. It was like riding a totally different machine.
I'd check the carb thoroughly for cracks and loose parts and then rebuild it if necessary.
