Canadian Tire stores here in Canada have the 12 Volt portable pumps that are used in the 12 Acc. plug ............These are also used for R.V.'s..........One end of the hose goes in the water the other end is your outlet.........These will self-prime!!....Caper..........

 

Caper, nevermind, I thought you were off topic, but it was me who missed a bit of information. LOL

 

The only way to make sure it is clean is to remove it and clean. Spraying will not get it all. Took mine out soaked it then alterativly pressure washed it & used air hose to blow it out. Be careful that you don't bend the fins. After you get it out you will be surprised at all the gunk built up in it.
