Coughs up hill and in water

My Polaris sportsman 400 whenever it gets in even a little water, even if I go in slow and whenever I go up a hill will start start to sputter and cough and lose all power, it won't stall but is completely powerless. I have changed all the obvious plugs, air cleaner, checked the air box for leaks, cleaned the carb, I even took it to the dealer and they couldn't figure it out. It has been doing this for 2 years and I hate it, last week I put 27" tires on it and it seems to have gotten a bit worse. I am wondering is there some type of sensor that arrests the spark if it sensing the belt is slipping? The belt doesn't slip but I was wondering if there is such a swith that it might be bad? It does this both in 2 or 4 wheel drive and in high and low range, if any could please help, I can barely even ride it and it a 2005 w/ only 500 miles. Any suggestions would be greatly appreciated, Cheers!

well there isnt any type of sensor or switch that has anything to do w/ the belt, so thats out. going up a hilll could be the float out of adjustment and it sorta running out of gas. the water i have no idear as unless your getting water into the vents hoses, but not likely at slow speeds. it runs fine as long as its flat and no water though.?

Yeah, it seems to run fine other then through water and up hills, I checked the float and measured it myself w/ the manuel, everything seems fine. I just don't get it, I have spent countless hours trying to fix it, I just cant seem to figure it out.

Did yours do the same thing as mine, sputter and cough but usually not stall? I'm not sure how the hill and the water things are related but it acts the exact same way, coughs and sputters and loses all power, once I'm over the hill or out of the water it comes right out of it and runs fine again.
