Default 96 Scrambler

Hi there, asking this on behalf of my friend. I had borrowed his 96 scrambler over the winter (before I finally bought a wheeler) and had taken it out in the snow and such. The next time I went to use it, the throttle was frozen, but it still started. I let it warm up a while and after that the throttle was fine. Needless to say, it froze up the rest of the winter. I since had taken it back to his place. Well, he now wants to sell it and we were trying to start it with no luck. The throttle is not frozen anymore (but does feel weird) but it does not start. We took the plug out and found that it does get wet and there is spark. We are not sure where to start. Any ideas?

Do you think that is what is causing it not to start? I realize that is needs to be replaced either way though.
