Default trouble flooding out with my 97 polaris 400 Xpress

I just had my engine completely rebuilt on my 1997 polaris 400 Xpress 2 stroke and now it doesnt want to run decent. It starts and idles fine but it floods out when you give it gas and then after awhile it will kind of catch on and then run at a higher rpm but it still doesnt run smooth like my 250 trail boss does. I just had it completely overhauled so everything is brand new in the engine. I have ran 4 tanks of gas through it so it should be broken in but still doesnt seem to run right. Any help with this would be greatly appreciated,

Worn needle and seat? Distorted, cracked reeds? Were these addressed when engine rebuilt? Can cause bogging,loading up. More info!

they looked at the carbuerator and said it looked in good condition so i think everything should be ok internally in the carb.
