The manufacturers probably do use a jig and a CMM coordinate-measuring machine hooked up to a computer, or some other fancy shmancy apparatus. If they measured at the middle of the belt instead of the top edge it would be a more valuble piece of information IMO but harder to measure correctly by hand.
