does it have a aftermarket spring in the drive clutch? those act like a stall converter. gives you more bottom end than speed. does the clutch come all the way out after it does engage and shut the motor off or can you grab the outside sheave and pull it the rest of the way out?

that spring in there will keep you from moving it too much inward and you shouldnt be able to pull it towards you unless the clutch is wore

you may what to take the clutch off and take it a part and check for worn bushings as if they get worn to bad they will kick sideays and hang up some.

Belt dust and a good cleaning on both clutches would be in order. Replace the buttons in the driven, use some scotchbrite on the sheaves, new belt, springs should be replaced if they have been on the clutches and under load during the off season

when you take it apart for cleaning as mentioned, check the weights and rollers as well for wear. not so much on a wheeler, but sleds will wear clutch parts i have mentioned to behave as you mentioned. let us know.
