you need a special gauge set..i made one myself but in essence you block off the intake and exhuast manifolds air tight. then you pressurize the cylinder to 100psi. and you watch for how much is lost. should not be more than 15% but 10% is optimal. you can also listen to air leaks to see where the leaks are at.
i really think its the seals/bearings. to see easily if it is the bearings take the flywheel housing off and grab the flywheel and wiggle it up and down and side to side. if it has movement then the bearings are on their way out. a seal can not keep up with a shaft that is spinning 1000rpms and its out of round

normally it is just screwed into the top of the carb but im not completely sure. you could try looking at a parts diagram to get an idea of what is supposed to be in there...

yep i just looked at the diagram.. there is a 12mm hex where the choke cable goes into the carb, just loosen that and it will let you pull a plunger out. when you put it back together, there should be 1/8" of free play at the choke lever
