an interesting story

A serial number glitch does not in itself constitute felony theft, embezzlement, conspiracy, fraud, and overparking. Gloating over your dealer making small pebbles from large boulders while on a diet of bread and water behind bars may be premature.
If you sincerely suspect criminal wrongdoing, you should first contact Polaris; then, report your information to the Department of Motor Vehicles and/or your State Police.
All motor vehicles require a Manufacturer's Certificate of Origin; typically, motor vehicles are not unloaded at a dealer's without payment or financing ("floor-planning"). The suggestion Polaris "accidentally" shipped a quad to a dealer seems unrealistic; further, the existence of a "phantom" serial number appears far-fetched (serial numbers generally follow a sequence; a "hole" in a series would stand out). Chances are, someone made an error in copying, transcribing, or even marking the serial number; no convincing evidence of criminal intent or behavior shown. You may owe the Winona, MN, Polaris dealer an apology.
You make lots of unsubstantiated charges, Wiscrambler; you may get a call from the dealer's attorney or law enforcement. Publishing lies about another is called "libel," if the lies are calculated to harm another's reputation or business, the act is called "defamation."
What if the dealer, after you paid for your quad, put a story up on the Internet saying you probably stole the money? Or that you might have evaded Wisconsin sales tax?
Be careful when you accuse others.

Did you receive an MSO when you got the machine? You should have or at least it should have been mailed to you shortly after your puchase.
Your machine may have not been registered. Sometimes the web site that they are registered on goes "haywire" when it is being put threw. This could be your problem.
If you didn't get an MSO Polaris will issue you one with a phone call from your dealer. Have had to do it more than once myself.
