ATV not getting fuel- puzzled

1998 Polaris Xpress 300 2x4
Baught a fixer upper in great shape-
ATV was ran through mud/water puddle then died and hasn't been able to get it to start since. Previous owner then changed the starter, battery, stator, pulsar coil, and ignition wire. Spark plug was changed and checked for spark, good spark. ( I have confirmed)
They really didn't know much about atv's and did some troubleshooting then dicided they didn't want to spend anymore money on it and plus they just moved to the city where they couldn't ride. The atv is in great shape overall.
I have rebuilt the carb well. Before and after cleaning the carb I have noticed that there is no fuel on the spark plug after firing. It's not wet. When disconnecting fuel line from carb, fuel flows good from tank and I cleaned the heck out of the carb.
Why is my atv not getting fuel.
Sounds good when turning engine over, it's just not getting fuel...........

Did you check for spark? A water cossing did this? The last owner changed the Stator,and pluse coil I bet because the pull rope handle is not sitting tight over the recoilcovers rope hole and let dirty muddy water in and detroyes those parts and more,thats why I tell people to silicon the pull handle in it,s place that makes the recoil 100% water proof, intead of water resisted like they come as stock.

SO, if water did get in there which I think you might be right, what else would be causing not to start. (ign coil cahnged as well, forgot to mention earlier) Like I said, I am not getting fuel to the motor.

Gas tank and carburetor vent tubes.

Does it turn over. I am thinking maybe a broken or bent valve stem. That would explain no fuel getting to the chamber and could have easily been caused by a deep water crossing.
edit: never mind about "Does it turn over". I just went back and re-read. Could still be the valve though.
