You may have the blade angled back at the top too much, causing the blade at the ground to be angled out too much, which will lower the push tube.
Try this... with the plow attached to the quad on a level surface, drop the blade to the ground. Then, adjust the skids all the way up so the blade is touching the ground... or as close as possible.
Then, stand along side the blade and see if it is straight up and down (or just slightly tilted back at the top). Adjust it with the oblong bolts that attach the blade to the push tube until the blade is straight. When you've got it like you want, adjust the skids down so the blade is just off the ground.
