You might want to go back and start inspecting your new parts (clutches). Just because they are new, it doesn't mean they can't be defective.

I have all ready dissassembled the secondary clutch again and found nothing wrong with it, with the primary I have checked the one-way and shim and it is in specs, I have tried different springs and checked the weights, I think it is more in the alignment, It may be possiable the gauge is screwed up, but im not sure.

if the ebs bushing is good, then make sure there is no worn out fiber washers beside the bushing. i would guess there is an alignment issue if the clutches are both good. imo

I am thinking the same, I may have bought a bad alignment tool, it is for a Polaris EBS clutch system, but with it set up correct I have a bad creep, if I shift the motor a certain way and leave 1 shim behind the secondary it seems like the creep is gone but the gauge is way way off. I hate to buy another one this one cost $50 bucks. If it is bad it has already cost me several hundred dollars for new clutchs

I have finally got the creep to stop, but I have lost at least 10 mph on top end, my guess it is the alignment part, I am afraid that it may start sheading belts if it is off.

Might ask over at Quadsquad. There's a guy named Cob who knows his clutches pretty well. Polaris - Forum Powered by Social Strata

Try shimming the secondary so the belt is as close to center on the primary as possible, add a shim, rev bike up in nuetral to spin clutches, see where belt is riding, add or sumtract shims to get belt centered, this is the only way I've aligned them , works well for me.
