Can anyone tell me how to remove starter from a polaris xpress 400 water cooled.

I assume it's the same as the 400 xplorer...

Pull the right side footwell...remove the recoil cover(7-8 bolts) so you can access the starter bolts behind it. Remove the skid plate from the bottom side. Pull the 2 starter bolts that you can get easily. The third bolt is up on top, it attaches to a support bracket, it's a bitch to get at. That should be it. I didn't reinstall the bracket bolt, not worth it imho, no issues.
