Default rev limiter????????????

Where is the rev limiter located on my 97 express 400? I want to test it as im still having problems with geting my new rebuilt 400 to run correctly. it seems no mater what i do i can't get it adjusted with good idle and have it even be able to rev up. i think there must be some other electrical problems maybe etc solinoid? if while giving it gas i push solinoid in it revs a little better. what does this solinoid do anyway? also ive read other threads with carb motor runing issues where they say remove the black wire of the rev limiter to see if things improve. Is it on the front left hand bottom of the wire plug block? I want to make sure before i try removing the Black wire.

Thanks
