Possible bad needle and seat. Possible that the seat is loose in the carb body. My 99 scram is pressed in and came loose. The only thing holding it in is an o-ring. I was on the trail and used a spare o-ring from the chain and it still is holding. Could also just need the float set properly.

I wouldnt mess with the float unless your sure.
I had same issue, and after I adjusted the float , I had fuel starvation problem.
Come to realize , it WAS the O-ring for the needle valve.
Polaris wants $40 for the needle assembly,
I fixed mine with a 10cent O-ring from Napa Auto.
