2004 Sportsman 700
I bought a 2004 carb 700 from a guy for $1900. A dealer told him (without taking it off the trailer) that it needed a new cam. I noticed that the intake boot was cracked so I bought it. I replace the intake boot and the boot between the carb and airbox. I cleaned the carb, and replaced the plugs. It is running 100x better, but it seems like it revs really slowly. It's like you would be in a gear that is to high, but it does it even when you are in neutral, or park. Could it still need a cam, or maybe a piece of crap got into the carb again? I did remove the exhaust and it seems to be freee and clear.

Look under the front panel and see if you have a separate cdi and coil,OR if you have what is called a coil pack with the two plug wires and says DUCATI on it and no cdi module. Early build 2004 700s had the Ducati system which was prone to have problems! If you have the later separate coil and cdi system, then you might pull the clutch cover and check the belt and clutches(If in doubt just pull up on the belt,roll it off the clutches,crank atv and see if if revs out then.
