How fast is the starter turning it over? Did you check the compression, sometimes when it is low it is hard to start, how good is the fuel, and lastly spark plug gap?

Cranking the motor will draw the battery voltage down (and any questionable connections will only make it worse). Lower voltage = weaker spark. Pulling the cord does not place a load on the battery, hence higher voltage and a stronger spark. If indeed you are sure the connections are all good, I'd start to give the battery the evil eye, even if it is new. Stranger things have happened. But a bad connection at the battery (+ or -), bad cables/crimp connections or connections at the solenoid seems to me to be the most likely culprit.
