I got it from here OEM motorcycle and ATV parts from Honda, Yamaha & Polaris – Cycle Parts Warehouse

Part 23 is called a "REGULATOR-RECT,LR-390,1200HZOB
4010657 " sounds like a regulator to me,also looks like its mounted by the top of the rad. CDI is nowhere near the rad.

Thanks everyone, it was in front of the radiator not up by the steering stem, replaced it with one purchased from EBay and the battery is now charging again.

Replacement broken textilier/regulator sportsman 600 2004

The recrifier/regulator is obviously broken. Charge voltage raises from 12,5 v up to 20v as I rev the Engine. Very bad an dangerous!
But how can I get to it? I know where it is, but I can’t get at it. It sits on a bracket right under a plastic part. Impossible to access from above. Exactly what parts do you need to remove to access it?
anyone know?
