Default 2004 Sporstman 500 no 4 x 4

Anyone know what the voltage to the hilliard hubs should be. Is there voltage on the armature face or inside the hub? The clutch assembly appears mechaically sound but the armature plate does not stick to the hub (with AWD switch engaged and power on)

The armature plate should stick to the magnet when under power. Should be 12 volts going to the magnet.

I tried hooking the battery directly to the hub and the magnet activates with a strong pull. I also checked the switch. 12 volts to and from the switch but only have 8 volts at the connector plug half way between the switch and hub. Cannot see anything in between other than the two wires to the speedo for the 4 x 4 indicator symbol. Still stumped.
