2000 SP500 - Hard Start when Cold

I just completely disassembled the carb, all of the jets, float, springs and diaphrams, etc. The only thing I haven't removed (doesn't want to come off) is the throttle cable assembly thing and the butterfly... I shouldn't need to take them of to soak it should I?
I've got to be honest.. it all looks pretty clean. Can't "see" any obvious deposits when shining a light through the jets or other orifices.
Just for info... it has the full fmf (I think it's FMF.. the can is red) no quiet tube installed, a K&N and a jet kit. It all supposedly came as a kit, and ran fine in the cold previously (says the previous owner).

Just an update...
I cleaned it all up, drilled out the brass plug (the one on the "tower") and checked it... It's ALL THE WAY tight!! And not in a good way lol.
The service manual says it should be 2 1/2 turns out (900 degrees), yet here it is set at 0 degrees out from the factory.
What should I do? (ps. I've started another thread about the "brass plug" because I feel bad for highjacking this one now. I'm subscribed to both of them though.)
