Help pleas 300 2 sstroke carb

I'm an old hat at working on cars, and have recenlty been interested in 2 stroke and 4 stroke engines. So, I paid $150 for a very rough '99 xpress 300 2 stroke. I have rebuilt the carb, added a new coil, spark plug. I cannot get the thing to turn over. The starter is toast, so I am using the pull start.
I have also checked for a short to ground on the terminal board, seems ok.
I thnk my problem is in the carb. Does anybody know how to adjust the choke, or common problems that sound like the ones I'm having? THX!!!!

Welcome to the forum! First thing I would do is to check compression. If it doesn't have at least 100 psi then you would have to address this first. Must have top and bottom compression(crank seals)! Leaking or also blown crank seals can cause problems also! Just like a car has to have air,fuel,compression and fire. OPT
