Sounds like the needle valve on the float is stuck or clogged.

First off if the plug is wet, either dry it off or replace it! Sounds like you're getting too much fuel? Carb slide needle allows more or less fuel charge upon starting(idle) and up to 1/4 throttle response. When you full throttle the main jet supplies most of the fuel mixture. If needle and seat hasn't been replaced in a while, I would replace it plus make sure the float is level with the carb body when held upside down(this is just a base setting) but should be close. Turn the air/fuel screw out 1 1/2- 2 turns out from lightly seated position and see if it runs ok. OPT

okay so if i understand you corectly the air/fuel screw is the idle adjustment screw right? and now lightly seated do you mean just barely showing inside the carb... and where should i have the needle set to on the bottom end or the top setting? thank you for ur help opt im very thankful

corey, the idle setting is not the air/fuel screw. that is the one he is telling you to light seat(turn all the way in until it stops) and then back out 1 1/2 to 2 turns. it your refering to the clip postion on the slide then in the middle is a good starting place if this your carb set up.
