If the fuel leak can't be traced to anything outside,the fuel valve line from the tank etc,may have to go into the carb and replace the needle and seat(needle valve assembly)will leak out the overflow at the bottom of the carb! Also sounds like the starter bendix is sticking or worn causing the hang up or noise. You can try to grease it up but not that expensive just to replace since you do have to pull the flywheel and not worth having to go back in! Check DB electric under starters and you will see the starter motors and the bendix (or gear shaft as some call it) Reasonable prices. OPT
