I looked at clutches on e bay they seem to all have a smooth shaft where belt rides mine has a grooved collar around shaft kinda like something u see on cars that have v belts..would a smooth one work???

How much oil in crankcase in a 400 two stroke?? And is it 10-30???

There isn't any crankcase oil in any 2 strokes I've seen. They get their lube from the oil injector or pre-mixed gas.

I got motor back together today..sounds good but gas is coming out of both vent hoses while its just idling????? Is it possible that I need to bend float arm a little ????I took whole carb apart and blew all jets out...?????

Sounds like you need a carb kit if you just took the carb apart and cleaned it. Float arm should be parallel with carb body when held sideways,float arm just touching the needle. Is it possible for the counter balance oil to leak out of starter??? The starter has a bad gasket in middle of it..400 explorer..

Also gas keeps leaking out overnight with fuel valve shut off???

Check the gas lines for leaking or order a new fuel valve if it's the problem. Dirt Cheap Yamaha, Honda, Arctic Cat & Polaris OEM Parts & Accessories – Cycle Parts Warehouse Plus install the new carb kit I referenced to. Both could be the source of your gas problems.
