Is it a sensor? Solenoid? Switch? Wiring?

I just bought a 2006 Polaris Sawtooth 200. It hadn't ran in 1.5 years. I made it run today. It will crank with the starter when I cross a screwdriver in the solenoid. There is 12.6 volts at both little wires going into the solenoid. Are both wires supposed to have 12.6 volts. When I push the starter button nothing happens. Volts don't change at the little wires either.
Is the solenoid bad?
Is there a sensor that's not letting the push button start work?
Do I need to press the brake to start it?
What should I check?
What should happen voltage wise at the solenoid when I push start?

Brake lever has a starter safety and must be pulled to allow solenoid to engage starter.When pulled check that you have 12 volts jumping from battery side to starter side wire of the solenoid when you try to crank. If it doesn't and small wire has power, solenoid could be shorted out or the safety switch itself. You can always ohm out the safety switch wires to eliminate it as the problem.Item #13
