Well not sure of your carb type, but sounds like the bowl is filling with fuel. Check to see if float is not sticking down, or the needle attached to the float is clean and closing properly. If it has a black rubber tip it may be swollen or the tip is rounded and not the point its supposed to have.
Could even be a crack in the float and its filling with fuel and not floating up.

Good luck

Check compression before you go too far. Manual shows 115psi to be the minimum. If lower than that possibly why it's spitting fuel back into the air box. Install a carb kit, don't just try to clean a carb as the needle and seat takes the most wear. Probably why the carb is over flowing. If compression is ok,carb kits for the 50 are available for about 30 bucks.http://www.ebay.com/itm/Polaris-50-Scrambler-Carburetor-Carb-Repair-Rebuild-Kit-2001-2002-NEW-/121477380371?pt=Motors_ATV_Parts_Accessories&hash=item1c489db913&vxp=mtrOr you can buy a Chinese knock off complete carb for 17 bucks.http://www.ebay.com/itm/Carburetor-FITS-POLARIS-SCRAMBLER-50-2001-2002-Electric-Choke-Carb-/290674921559?pt=Motors_ATV_Parts_Accessories&hash=item43ad935057&vxp=mtr

The screw at bottom of bowl should be closed, its used to drain the bowl.

I agree with checking compression, if you thoroughly clean carb and buy a carb kit, and make sure the little insert where the needle goes in is there, you should be right.

My girlfriend let her 99 recon 250 sit for 7 yrs in garage, i thought for sure everything in carb was toast.
Cleaned carb, replaced 2 O- rings and all was good.
