Werent those carbeurated? Fluttering at idle im guessing it either raises or drops rpms while idling? Check your carb mounting gaskets and boots. May be time to rebuild the carb. Usually vacuum leakage causes this. Probly runs fine at higher rpm when air is being pulled through faster. If theres no signs of the above a quick compression test wouldnt hurt... As far as not shutting off sometimes you said your grounds are good so id check the switch to make sure its grounding when switched to off. If so start checking that wire from the switch. Look for a pinched or rubbed place possibly even just a stretched place in the wiring.
