Drain the crankcase, ten mm headed bolt on the center bottom of the crankcase. Put a new needle and seat in the carb.

I’m new to this so what do I do after I drain the case?

Try to start it without using the choke. It may also be flooded a little still so you may have to hold the throttle open to get more air to it. Make SURE its in neutral. On a 2 stroke motor, the fuel/lube mix is what lubes the crank bearings. If the crankcase is full(check by draining) it wont fire up as there is too much fuel in it. These are different than 4 stroke motors as the 4 stroke has the actual engine oil in there(like your car)
If the crankcase is full of fuel, the float valve in the carb is probably bad causing it. Take the carb off, clean it thoroughly, and replace the needle valve and set the float height.

When you pull the crankcase drain bolt, use a wire tie, or a piece of wire or something to "Poke" through the hole in the case. I have seen them covered with junk and they wouldnt drain until something broke through the junk.
