Default Rear axle help

I'm trying to replace my rear axle bearings on 1999 sport 400l and I can't get this ring looking thing from the but separated. From what I think it's a washer or type thing and it's pressed in there to keep the but from loosening. How do I get it off.

Looks to me to be threaded but seriously rusted. Soak with penetrating oil for a few days before you start. Small ring appears to have marks on it from a tool teying to tighten or loosen.

Ok thx. But does that ring thing slide out or does it have threads. If u c there's a gap between the nut and ring. I heard it was some sort of but lock ring. . What would b best way to loosen it once I put oil on it

From the marks on it, looks like a pipe wrench or a staking punch was used on it.
