Good news! (i think)
#1
I pulled the starter rope cover off of my quad and turned the engine. which is good news because i could not turn the engine over when the cover was on it. (i had to use a long screw driver) but neverless it turned over, now what im wondering is if i should just go ahead and rebuild it or just put the rope pull thingy cover back on then put all the plastic on and then try to get it running... or just take it to a dealer and have a mechanic rebuild it.... and bored.... any help is appreciated

If you *want* to re-biuld it and bore it out.. don't waste your time trying to figure out why it wouldn't turn over... take it to the shop.
If you want to ride it a the least expense read on...
How hard is it to turn the motor now? If it turns with relatively normal ease, make sure there's nothing wrong with the recoil starter and put it back together. If it is still kind of hard to turn, do like 97TrailBlazer said ... spray some wd40 in it and turn it over some more. When the motor feels like it is free-up, put it together and try it. Expect some extra "smoke" from all the wd40.
If it seems to run ok ... go have fun.
If it don't ...take it to the shop.
