Jug rebuild? Hole in jug?

Has anyone out there rebuilt there 2 stroke quad and noticed that there is a small hole (.125") on the exhaust side about half way or so up the jug going directly into the exhaust. I was wondering if this is like a decompression hole and if it can be plugged up. I know that if this is a decompression hole and it can be plugged that is easy power right there. Let me know what any of you think.

The quad is a 94 Polaris 400 2 stroke. There is a 1/8" inch hole or so in the jug the angles down into the exhaust. I answered my own question by calling around. It is a decompression hole, and they (Polaris) put it there incase you ever had to pull start the Quad. Anyway, This is the exact same thing on some of the Polaris 600's snowmobiles. They put a decompression hole in there jugs thinking that allot of people might like the 600 but were going to be rookie's or Female drivers (no offense), so they De-tuned it to say and made it easier to start. I plugged the hole on my 98 600 and you can definitely tell the difference it made in pull starting the sled. I figure as long as I have a bettery I can always start my quad though.
