hello i live in ny and just got a 2002 scrambler 500 4x4 . i have had it out in the snow and let me tell you that the brakes are worthless. as soon as the snow gets in the front wheels and on the rear brake forget about it . i drag the brakes at times to keep some heat in them so that they work . i have been riding a forman 450 es for a while and i have always complained that honda still runs sealed drum brakes an these machines. but ill tell you that in the snow ill take the sealed drum brakes anyday over the worthless disks.

Not much you can do unless you drag the brakes enough to keep the ice melted.
I wonder if semi-metallic pads might work better, but I never tried them so don't know. More of a suggestion than a recommendation.
