700 will not idle

As soon as I let off the throtle it dies. There is a cover(ETC)over the throtle cable and two grey wires with a set of contacts as soon as the throtle is relaxed the two grey wires make contact then the engin dies.I have put a piece of tape between the contacts to keep them isolated. Try adjusting the throttle with the inline adjuster, that should take care of it. As is now it has too much length thus allowing the contacts to meet.There should only be 1/16-1/8 " free play in the throttle lever.
