RAD Valves

I took the following quote from the Boyesen

"Rad Valves provide you with more torque and horsepower than any other intake on the market. The Rad Valve providesincreased mid range, peak horsepower and more over-rev so you can ride where the power is. The throttle response of the Rad Valve is superior to any other intake product available."

Is the above statement contradicting or am I a little off base with my understanding of how torque and HP work cause I thought that torque was measured at lower RPMs while HP is measured at higher RPM.

I know that 4-strokes make most of their torque at lower RPMs, so do 2-strokes make it near the middle . . . where the RAD Valve helps?

I hate to ask so many questions but I wouldn't like to get one only if it makes me go faster at the sacrifice of torque.
