2002 Scrambler Suspension Question
I haven't ever paid that much attention when riding mine. I am a 220 pounder and jump mine all the time. I very rarely bottom it out. I haven't really noticed the rebound time. If it is slow, it hasn't ever been enough to cause me a problem. Next time I ride I will pay special attention to the rebound and let you know what I find. I will also look to see where mine is set at.

The rear shock will tend to seem kind of slow after a lot of hard riding. I mean a lot. I have rebuilt my rear shock twice already. My dealer is nice and will throw that under the warranty for me so it isnt much of big deal to me. I have yet to bottom out the suspension.

I switched from a Honda 250r and I thought the same thing, the dealer told me it was designed that way and it was the new technology.
Have PEP rebuild the rear to you weight and riding style (under $300 w/ new spring) and you'll have a shock that you'll be happier with.
