Because Mr.Smith can make a noise complaint about the noise coming from Mr.Roger's place....the police show up at Mr.Roger's and after 1 or 2 times then Mr.Rogers will get tired of answering the door to the police-----thus ending any riding on his land.

I'm not sure about RI, but I'm a cop in NY and this is how it works here.
1. How is the area zoned - If it is zoned commercial, then noise complaints cannot be made. If it is zoned residential, you're screwed.
2. It doesn't matter where you are, if you are making a noise that is annoying another person in his daily routine, you can be hit with a noise violation. Granted it's just a violation, but it still hurts the pocketbook.
Call your local Police Department and ask them.
