Because Mr.Smith can make a noise complaint about the noise coming from Mr.Roger's place....the police show up at Mr.Roger's and after 1 or 2 times then Mr.Rogers will get tired of answering the door to the police-----thus ending any riding on his land.

How in the green he!! can Mr. Smith tell you that you cant ride on Mr. Rodgers land? If Mr. Rodgers doesnt care how loud it is then i wouldnt put the stock pipe back on. I wouldn'tride on Mr. Smith land though.
see thats the thing.. its mr. smith who is complaining saying that i can't ride on mr. rogers land if the pipe is going to be that loud. he just says "dan, your going to have to put ur stock pipe back on if u want to continue riding around here cause i have been getting complaints from the neighboors". even though i only cross over his land but there are other ways of getting around to mr. rogers where i ride.

oh well the guy is a real a$$hole everyone around here says so (smith)

I'm not sure about RI, but I'm a cop in NY and this is how it works here.

1. How is the area zoned - If it is zoned commercial, then noise complaints cannot be made. If it is zoned residential, you're screwed.

2. It doesn't matter where you are, if you are making a noise that is annoying another person in his daily routine, you can be hit with a noise violation. Granted it's just a violation, but it still hurts the pocketbook.

Call your local Police Department and ask them.

Hope that helped
