Default making a video

i'm making a video with some friends, and i saw a kool set-up that allowed you to mount the camera on a C-clamp type thing with 2 pivots, so it can be moved in any direction. i can't seem to find this online, and i have no way of contacting the guy i saw who had it, so i was wondering if anybody had any idea what this may be called, or where to find it. it mounted to handlebars, or a bumper or grab bar. thanx.

i've been workin on making my own mount, the problem is the pivot points. i'm not sure what i can use to make those so that they will tighten and loosen without loosening while i ride.
