When my friend bought his 250 EX He installed one on his. While not entirely how sure how to do it myself i can tell this. First take the front and mid plastic. Then start to disconnect the carborator, making sure not to get any dirt in there. Now you take the float bowl off. Next you move this little plasic thing(sorry don't no what its called) and there are your jets. Take them out and put the supplied ones in. Reassemble the carborator and reinstall it. Do not put the plastic back on yet because you may need to rejet depending on your elevation.Like i said i am not exactly sure how to do it but i am not too far off. It is time comsuming but with that 100 you could by a brush guard handle bars, twist throttle, alot of things. Hope i could be of some service.

If the jets are right you will tell a difference in bottem mid and top end power. In may not be overwhelming but you will notice it. If you are running rich it will turn the tip of your pipe black. It will bog and backfire at if the jets are really that far off. Now if they are lean you are getting to much air and not enouth gas. You will need to rejet also. If at first you don't succeed try try try again. though you may need to tinker with the fuel air mixture screw.

You can tell when the jetting is right by the drivability. (How easily it starts and idles, how smoth it accelerates, no poping or backfireing, no misses or bogging.)Look over this article and itll tell you how to get the jetting tuned in right, and what drivability symptoms are rich and lean.

Its not that difficult to do, just be organized, and clean, and not in a hurry. If you have to, take digital pictures, as you pull things apart, so you can get them put back together correctly.

when they are talking about 1/4, 1/2, 3/4, and full throttle........are you supposed to put the pilot, needles and other things in all at once.....or slowy do it after running th bike? thanks

I would.
Id start with going one up on both the main and pilot, or go by the instuction sheet that came with the kit. Start with about 2 turns out on the mixture screw, and test drive from there. When you do the test riding, make sure the system is the way you want it...such as snorkle on or off and lid on or off. Use the guide for reference and be aware of the drivability sysmptoms.
Keep things clean and organized, and put things back the way you found them, and you should be fine. But if you have more questions, just ask.

Jetting is tricky, but if you expect to be in this sport for many years, jump in there and get your feet wet.
You will learn a lot.
BTW - if you just have an aftermarket silencer and air filter, you should not need much of a jetting change.
Try to go by the recommended jetting changes that should come with your kit, and do them all at once. Then test ride. Better to go fat than lean at first. If you are blubbering on top end, drop the main one size.
Then if worse comes to worst, pay the man.
You will learn a lot.
