i have a 2001 honda 400ex and had no problems starting at -40 below, but took the battery out cause i was going to ship it but got bored and reinstalled it to go ride and it would not start the ingition coil would click and then i would lose the neutral light. any help would be nice

 

Sounds like a dead battery. Charge it and see if it happens again.

 

the battery is reading 12.63 volts with a mulitmeter

 

Regardless of the volts, the cold cranking amps may not be enough at that temp. Even though it worked at one time it may just be weak now and the cold temp makes it even weaker.
