Car and Driver compares stock cars all the time. With the typical airbox and exhaust mods, a lot of cars gain quite a bit of power.

Stock vs Stock is an apples to apples comparison. These companies have the R&D funds to tune in their product. The companies who mod don't necessarily have such large budgets.

 

If a quad starts and lasts through the entire shootout, then that's it's full potential and it is fair.
