A 38mm carb is too large for a stock cylinder. That's why at half throttle you're engine is already revved out. No matter what jets you put in there it won't run right.

check out the throttle cable on that...maybe it is messing up the slide...mine was stretched and it made a huge difference just replacing the cable.

What I have found with the pwk carbs is that if it is rich at all it will run kinda like a 4-stroke from idle untill half throttle. Then it will break up and start sputtering. I would raise the clip a notch and keep going down on the main untill it will rev to the moon with no sputtering. Be careful thow! If it starts to "flatin" out then that means your getting to lean. On my honda 250R with the 38mm pwk with bolt ons only im at 162 and its real crisp, So there cant be to much diffrence in jetting between the two motors. 180 seems WAAY to rich for a stock motor with just bolt ons. SO, start going down on the jetting...... By the way the 38mm will NOT be to big for the motor with bolt ons. You will loose some bottom end but thats normal. The top end will make up for it once you get it dialed in.

*** if leaning the bike out dosent help then I bet you have an eletrical problem.
