Default Troubles with my LT250R '86

Hey i need some help getting my LT250R running corrrectly. Any help would be much apreciated. My problem is i dont know what my problem is. It runs quite rich and fouls alot of plugs. I have torn apart the carborator and cleaned everything and the main and pilot jet are stock sizes 210 and 45. i have the idle screws at factory settings and i set the needle to the very top notch. It still runs rich and i dont know why. Another problem i am having is getting it to start sometimes. sometimes it starts fine others it wont. I dont know if im not getting correct compression, i know how to check it but i dont know how much it is supposed to have. I dont know if my muffler has anything to do with it. it is stock and the seal between the pipe and the muffler is not very tight. I dont know if that has anything to do with it. Any suggestions or questions for me would be apresiated.
Thanks.

Would the needle jet have anything to do with it. I just dont like the fact that i had to put the needle to the very top setting when its supposed to be in the middle. do i need a new needle jet or a new needle?

My 86 and my buddy's 91 both cleaned up alot on the low end when the needle and needle jets were replaced.

I was able to check my compression yesterday and i got a reading of 145. is this enough, or should i put a new piston and ring set in? I probably will put a piston in it anyway but what size is stock or what size would you say is the best? i can always bore it larger if i need to.
