For your pre-mix ratio, that depends on what oil you use. I ran Golden Spectro at 50:1 in my R for 6 months without needing a new plug. Look on the back of the bottle, it will tell you what mixture they recommend. I would replace your exhaust gasket since you are leaking oil between the exhaust flange and expansion chamber. you know everything that is posted on here about problems with LT's i have the exact same problems, my LT250R came from an owner who just beat it around everyday runned the crap out of it and didn't give it any attention, i've had problems with it ever since i got it and they just keep getting worse, luckily i'm doing a complete restoration of it for my senior project at high school so this summer i'll be tearing the whole thing apart, i also thought about making a custom frame cause i have places to get material and i'm very good at welding with a regular stick welder and with a MIG, so i had that idea of making that, hopefully i get this thing running right cause on occasion when it did run right it would literally smoke a 400ex with ease
