Default LT250R CARB QUESTION>?

The starting positions for jets are fine and what what said on the neelde will be fine also.

If I may throw this in...... if the carb is the factory carb then order a new needle jet and a new needle. Mikuni's are notorious for wearing there and will cause you trouble as far as idleing and low speed tuning problems. Many have been junked or changed when a simple cleaning with 2 new parts would have fixed them right up.
