.17 exaust valve setting?

.17 exaust valve setting?
I had a valve ticking so I checked them. Intakes are o.k. the exaust valves felt loose, but they still had to be opened more. Now it sounds like two skeletons making love on a tin roof, using beer cans for rubbers.
Why so open (.17) on the exaust valves? Don't make sence.
